Intel stock is up following last week’s 28% post-earnings plunge, as investors weigh soft PC guidance against a $30B foundry turnaround plan.

Intel Corp. (NASDAQ:INTC) stock gained more than 3% Tuesday morning as semiconductor stocks rebounded from last week’s sharp sell-off, while investors continued to weigh Intel’s weak fourth-quarter outlook against longer-term opportunities in data centers, foundry and advanced packaging.

• Intel stock is gaining positive traction. Why is INTC stock trading higher?

The rebound extended to rivals including Advanced Micro Devices Inc. (NASDAQ:AMD), NVIDIA Corp. (NASDAQ:NVDA) and Micron Technology Inc. (NASDAQ:MU), as traders returned to beaten-down semiconductor names amid stronger technology-sector performance.

Technology stocks rose about 1.6%, while the S&P 500 gained roughly 0.5%.

Weak Guidance Triggered the Sell-off

Intel’s rebound follows a 28.58% plunge Friday after the company issued fourth-quarter guidance well below Wall Street expectations.

Intel had reported third-quarter EPS of 52 cents on revenue of $16.51 billion, topping expectations.

However, management guided fourth-quarter adjusted EPS to 25 cents, versus the 43-cent consensus, and revenue to $15 billion-$16 billion, compared with approximately $17.05 billion expected.

The outlook intensified concerns about weak PC demand and memory-related pressures extending into 2027.

The stock is still up over 65% in 2026 versus AMD’s almost 130%, Micron’s 200% and NVIDIA’s 12%.

Bank of America Moves to the Sidelines

Bank of America Securities analyst Vivek Arya downgraded Intel to Neutral from Buy, arguing the company faces a multi-quarter challenge balancing strong data center growth against weakness in PCs.

Arya said Intel remains more exposed to PCs than data centers, while customers are directing a greater share of IT budgets toward AI infrastructure.

He believes Intel’s manufacturing and foundry strategy is appropriate but said the company must front-load significant capital spending before potentially seeing returns three to five years later.

Arya wants more evidence of external foundry wins and continued data center progress before becoming more constructive.

KeyBanc Sees Long-Term Foundry Upside

KeyBanc Capital Markets analyst John Vinh maintained an Overweight rating while trimming his price target.

Vinh said Intel’s near-term PC outlook remains weak, but he sees the longer-term thesis centered on foundry, advanced packaging and server CPUs.

He expects Intel’s data center business to grow about 60% next year and sees more than $30 billion of external foundry and packaging opportunities by 2030.

Vinh said component demand could decline 25%-30% against an approximately 10% decline in PC units, but he believes foundry and server CPU growth can ultimately offset the weakness.

Moor Insights Remains Constructive On Intel’s Turnaround

Moor Insights & Strategy analyst Patrick Moorhead said Intel’s longer-term foundry thesis remains intact despite the sharp stock decline.

He expects Intel to improve its manufacturing economics in 2027 as server and PC products align more closely with its 18A and 18A-P processes.

Moorhead also expects delayed PC demand eventually to return as memory pricing stabilizes, although he sees a stronger recovery opportunity in 2028, rather than 2027.

Tastytrade Sees Intel as Already Oversold

Tastytrade founder Tom Sosnoff distinguished Intel from Nvidia, AMD and Micron after the sell-off.

He said they had not yet fallen enough to qualify as oversold in his framework and would need declines of roughly 25%-35%.

Intel, by contrast, had already suffered a much deeper reset, leading Sosnoff to view the stock as arguably oversold.

He nevertheless expects a choppy trading environment and cautioned against chasing the first rebound before sellers fully exhaust themselves.

Intel carries a Hold consensus rating with a consensus average price target of $99.
